The Strategic Plan 2022-2025 (the Strategic Plan) aims to guide UN-Women for the next four years – towards the 2030 deadline for achieving the Sustainable Development Goals (SDGs). I. Overview

1. Developed in the midst of a global pandemic, the Strategic Plan 2022-2025 (the Strategic Plan) aims to guide UN-Women for the next four years – in view of the 2030 deadline for achieving the Sustainable Development Goals (SDGs). ). In the following sections, we review global progress and persistent challenges in achieving gender equality and the empowerment of women, and explain UN-Women’s ambitious strategy to bring visible and transformational change.

2. At a time when global progress on gender equality was already on track, COVID-19 has exacerbated all aspects of inequality and rolled back hard-won gains. In the wake of the pandemic, countries have the opportunity to rebuild better and on an equal footing by mainstreaming gender equality in all efforts to rebuild societies and economies, to meet the needs of all women and girls and leave no one behind. This will require unwavering political will, increased funding and a focus on bold actions that can accelerate the pace of change, which UN-Women intends to proactively advance through the Strategic Plan.

3. The triple mandate of UN-Women, together with its global network and broad policy and programming expertise, continues to provide the Entity with a unique capacity to: i) assist Member States to strengthen global norms and standards on gender equality and women’s empowerment, and mainstream gender perspectives into other thematic areas; (ii) promote coordination and coherence across the United Nations system to improve accountability and results in gender equality and women’s empowerment; and (iii) undertake operational activities to assist Member States, at their request, to translate global norms and standards into legislation, policies and strategies at regional and national levels. This enables UN-Women to connect global, national and local actors to create an enabling environment for the achievement of gender equality and the empowerment of women around the world.

4. As a framework vision, the Strategic Plan aims to achieve gender equality, the empowerment of all women and girls, and the full enjoyment of their human rights. The Strategic Plan is anchored in the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, United Nations Security Council Resolutions on Women, Peace and Security (WPS), the Program of Action of the International Conference on Population and Development, and other relevant intergovernmental outcomes, such as General Assembly resolutions and agreed conclusions of the Commission of the condition of the woman. It contributes to the gender-sensitive implementation of the 2030 Agenda for Sustainable Development, as well as to commitments to gender equality and the empowerment of women made in other relevant instruments and resolutions. 5. In the Beijing + 25 review process, member states called on all actors to address underlying structural obstacles and discriminatory practices that hinder progress on gender equality. In response to this call, and given the interconnected nature of global challenges, UN-Women will focus on integrated approaches to address the root causes of inequality and affect broader systemic change, including by supporting:

  • strengthening global normative frameworks and gender sensitive laws, policies and institutions;

  • financing for gender equality;

  • positive social norms, including involving men and boys;

  • women’s equitable access to services, goods and resources;

  • women’s voice, leadership and agency;

  • production, analysis and use of gender statistics, sex disaggregated data and knowledge; and

  • Coordination of the United Nations system for gender equality and the empowerment of women.

6. UN-Women will advance these systemic results in its four established thematic impact areas: (i) governance and participation in public life; (ii) the economic empowerment of women; (iii) end violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction.

7. The only way to achieve transformational results for gender equality and women’s empowerment is with and through partners, and by ensuring that commitments are backed by sustainable funding and accountability. In this context, the deepening and widening of partnerships and the influence on the actions and funding of other actors are the cornerstones of the Strategic Plan.

8. UN-Women is well positioned to support Member States and mobilize a wide range of partners to bring about lasting and transformative change for all women and girls. The main partners include the United Nations system, women’s and youth organizations, the private sector, international financial institutions (IFIs), research organizations, the media, men and boys and other stakeholders.
